Eligibility Criteria

Rental applicants for the Affordable Housing Units must meet the 2026 Household Income Limits (chart below) along with following eligibility requirements listed below pursuant to Section 3-2 of the Affordable Housing Rules (AH Rules), on the date the application is submitted in order to qualify to rent an affordable housing unit:

  1. Citizen of the United States or a resident alien.

  2. At least eighteen (18) years of age.

  3. Domiciled in the State of Hawaii and have a bona fide intent to physically reside in the Affordable Housing unit for the duration of the lease agreement

  4. Total gross household income does not exceed the unit’s designated income limit. See Chart on this page*

  5. Sufficient gross household income to demonstrate an ability to pay rent and meet any additional criteria established by the City.

  6. Does not own, and will not own for the duration of the rental period, a majority interest in fee simple or leasehold lands suitable for dwelling purposes.

  7. Total net available household asset does not exceed the unit’s designated income limit as adjusted by household size
